Time to Start

Okay, I now declare the initial proposals phase open. Email or in some other way contact me to send in proposals. I will place them on the blog and inform the other players of their existence, they'll vote on them, if they pass, I'll write up the new ruleset and then everyone will communicate their orders for the next turn to me.
